Spencer was appointed at the March 2024 commission meeting to fill the unexpired term of Steve Blodgett, who passed away in January 2024. Mr. Harris will run for this seat in the next election cycle, 2025.

Richard has been commissioner on the KPHD’s Board since 1983, setting policies and approving budgets for the District.
An active community member, Richard has volunteered for many organizations throughout the Kennewick community. He actively fought to keep the hospital open, even if it meant the district lost ownership.
An avid fan of the arts, Richard spends his free time working on his photography business and writing stories.
Leland Kerr was appointed as Superintendent in 2018 when the chaos of bankruptcy and selling the hospital reached its peak. Using his experience with healthcare and the law, he assisted the KPHD with completing the bankruptcy and moving forward with the new stage of the District’s existence.

Leland Kerr was appointed as Superintendent in 2018 when the chaos of bankruptcy and selling the hospital reached its peak. Using his experience with healthcare and the law, he assisted the KPHD with completing the bankruptcy and moving forward with the new stage of the District’s existence.
Before joining the KPHD, Kerr worked as a lawyer representing cities including Pasco, Kennewick, Richland, Mesa, Sunnyside, and Benton City. He retired from practicing law in 2019, devoting more of his time to helping the community through the KPHD.
Working for the KPHD is a personal honor for Kerr. His father was a physician and eventually the Chief of Staff for the Kennewick General Hospital during the early days of Tri-Cities. His mother took part in efforts to raise money to build the hospital. Kerr even represented the KPHD as its attorney after initially finishing law school.
Nathan is the KPHD’s accountant, creating our financial statements, checking each transaction, and making sure all the bills are paid each month.
Before joining us as our accountant, Nathan worked as a volunteer on the financial committee in 2015 due to concerns over the hospital’s financial status. Following the bankruptcy in 2018, Nathan

Following the bankruptcy in 2018, Nathan was asked to join us as our accountant for the new era of the District, and he’s remained with us ever since.
